Overview
The Head of Risk is a senior management role within regulated financial services firms in the Abu Dhabi Global Market (ADGM). The Head of Risk is responsible for the development, implementation, and ongoing oversight of the firm’s enterprise-wide risk management framework. The Head of Risk ensures that material risks are identified, assessed, monitored, and reported in line with the firm’s risk appetite and regulatory obligations under the Financial Services Regulatory Authority (FSRA)’s GEN, PRU and MIR rulebooks,s and other applicable regulations. The Head of Risk is expected to operate independently from revenue-generating functions and to provide objective risk oversight and challenge to executive management and the board. 

Responsibilities:

    Risk Management Framework
  • Design, implement, and maintain a comprehensive risk management framework covering all key risk categories, including operational, market, credit, liquidity, legal, compliance, and reputational risks.
  • Define and maintain the firm’s risk appetite statement in consultation with senior management and the board, and ensure effective risk policies and procedures are in place to enforce it.
  • Risk Monitoring and Reporting
  • Oversee ongoing risk monitoring and produce regular risk reports for senior management and the board.
  • Ensure timely escalation and mitigation of emerging or material risks, and support the firm’s internal governance processes through risk reviews and scenario analysis.
  • Contribute to the Internal Capital Adequacy Assessment Process (ICAAP) and any required stress testing exercises, as applicable under PRU requirements.
  • Regulatory Engagement and Compliance
  • Act as the firm’s primary risk liaison with the FSRA, ensuring that regulatory risk requirements are fully met, and that the firm maintains a proactive and transparent relationship with the regulator.
  • Provide input into the firm’s regulatory submissions related to risk, capital adequacy, and financial resilience.
  • Risk Governance and Internal Control
  • Ensure that the firm’s risk management function is independent, adequately resourced, and fully integrated into governance and decision-making structures.
  • Participate in relevant committees (e.g., Risk Committee, ALCO) and support the SEO and board in fulfilling their risk oversight responsibilities.
  • Review new business initiatives, products, or changes in operating models to assess associated risk impacts.
  • Accountability 
  • The role carries personal accountability for the design and effectiveness of the risk framework and may give rise to regulatory consequences in the event of material failures in oversight or reporting.

Requirements:

  • Degree-level qualification in Risk Management, Finance, Economics, Accounting, Law, Mathematics, Engineering, or another relevant field.
  • Extensive risk management experience gained within exchanges, clearing houses, capital markets, financial market infrastructure, or virtual asset environments.
  • Solid knowledge of the ADGM regulatory framework, including Market Infrastructure Rules and key risk principles applicable to financial market infrastructures.
  • Proven experience managing or overseeing risk frameworks across areas such as market risk, clearing risk, settlement risk, liquidity risk, collateral risk, and operational resilience.
  • Demonstrated experience interacting with regulators, Boards, senior management, and other key stakeholders.
  • Strong analytical capability, with excellent communication, influencing, and stakeholder management skills.
  • Forward-looking risk leader with the ability to connect regulatory expectations, business strategy, and practical risk controls.
  • Strong decision-maker who can assess complex issues, form clear views, and provide constructive challenges in a fast-moving environment.
  • Credible and confident communicator, able to engage effectively with regulators, Boards, senior management, and cross-functional teams.
  • Strong ownership mindset, with a disciplined approach to governance, documentation, escalation, and follow-through.
