We are seeking a results-driven Program Manager to lead delivery speed growth initiatives for External Fulfillment (EF). This role is responsible for developing and executing strategic plans that optimize delivery speed for third-party sellers while expanding seller participation and network density. The successful candidate will leverage data analytics, cross-functional collaboration, and supply chain knowledge to design scalable solutions that balance seller experience, customer delivery expectations, and operational efficiency. This position requires the ability to influence stakeholders across teams, translate data into actionable recommendations, and drive alignment among business, operations, and seller-facing organizations to deliver measurable improvements in external fulfillment performance.

This role offers the opportunity to directly impact delivery speed for millions of customers and thousands of sellers. You will responsible to monitoring programs that define sellers compete on delivery speed and how the marketplace grows in strategic segments. The position requires balancing medium-term planning with day-to-day execution, often navigating ambiguous situations where structured problem-solving and sound judgment are essential.

The ideal candidate brings both analytical rigor and operational pragmatism, recognizing that successful programs must be implementable and sustainable. You should be comfortable working with incomplete information, defining assumptions, and iterating based on data and business results. The ability to coordinate across teams with different priorities is critical, as success depends on building alignment among diverse stakeholder groups.

The role demands
someone who can operate at multiple levels, contributing to strategic planning while also diving deep into operational details to remove blockers and ensure execution. You should be comfortable switching between planning discussions with senior leaders and detailed analytical reviews with operations teams, owning the end-to-end delivery of your programs from concept through implementation and measurement.

Key job responsibilities
• Own the delivery speed roadmap for External Fulfillment (EF), connecting planned initiatives with the medium and long-term plan, monitoring network capabilities and operational mechanisms required to achieve competitive delivery speeds

• Drive data-driven analysis about EF speed performance and improvement opportunities, leveraging large-scale datasets to identify geographic gaps, seller capability constraints, and network design enhancements that enable faster delivery promises and improved customer experience

• Act as the bridge between business and operations teams, translating growth objectives into operational requirements and operational constraints into plan adjustments, ensuring alignment among all stakeholders

• Conduct trade-off analyses, evaluating speed improvements against cost implications, seller experience impacts, and operational complexity, presenting recommendations to leadership with clear ROI and risk assessments

• Monitor optimization strategies spanning seller on-boarding, order tracking, transportation network design, last-mile delivery and scalable speed improvements

• Support EF strategic planning processes, contributing to the definition of investment priorities, resource requirements, and success metrics aligned with business objectives

• Implement and maintain governance mechanisms for EF speed initiatives, including decision-making frameworks, escalation paths, and performance and results review cadences

Basic Qualifications

- Bachelor's degree
- Experience with Excel
- Experience in project and program management
- Experience defining and executing program requirements and using data and metrics to determine improvements
- Experience working cross functionally with tech and non-tech teams
- Experience in supply chain
- Experience in Business English skills, both verbal and written

Preferred Qualifications

- Experience in driving end to end delivery, and communicating results to senior leadership
- Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
- Experience building processes, project management, and schedules
