Lead the IT delivery strategy for the Consumer Interaction area within Tech4Engineering, driving DevOps and Simplify@Scale (S@S) ways of working and enabling service onboarding and MSS adoption. Coach and HR-manage multiple squads (roughly 6 squads, ~40–50 people), manage stakeholders, budgets, vendors, and ensure secure, compliant 24x7 service delivery and operational transformation.

To achieve this, we are transforming our processes, technologies, and services. Guided by the principles of Simplify at Scale (S@S Spotify model), Tech4Engineering is evolving into a tribe where business and IT collaborate within a shared governance model.

Within this structure, the Consumer Interaction area plays a pivotal role in the engineering journey. The area focuses on simplifying work item management, delivering transparent and actionable interactions to support continuous improvement, and enabling strategic portfolio management. It also plays a key role in supporting service providers as they onboard their services into the Service Store and begin their journey toward becoming Managed Standardized Services (MSS). Through marketing and customer success initiatives, the team ensures that capabilities and services are easy to discover, request, and use effectively.

Role

Ultimately, you will strive to bridge the gap between what is available and what is needed to fully enable engineers within Rabobank.

We aim to provide compliant, standardized, and user-friendly 24x7 services for our consumers by transforming existing tools into scalable services and developing innovative smart solutions. In this context, aspects such as performance and compliance within the framework of standards, information security, and risk are important.

You will empower squads by implementing and evolving the DevOps and S@S ways of working. In this role, you will coach, guide, and support squads, while also being HR-responsible for Scrum Masters, Solution Architects, Business Analysts, and DevOps Engineers.

You continuously interact with your environment to ensure the right services are provided. In collaboration with the Area Lead and Business Architect, you ensure prioritization, roadmap delivery, and optimal contribution to Rabobank’s strategic goals. Within the area triangle, you serve as the main IT delivery expert.

  • Define and execute the IT delivery strategy for the Consumer Interaction area. Co-create and implement a compelling IT vision for the Tech4Engineering domain in close collaboration with the Consumer Interaction triangle
  • Navigate complex stakeholder landscapes, demonstrating strong political sensitivity and engagement across all levels
  • Enable service onboarding and standardization by guiding teams through the Nexa Service Store process, supporting the evolution of their offerings into MSS, and actively promoting MSS adoption across Rabobank.
  • Drive operational transformation and innovation, improving work item management, team dashboards, and strategic portfolio oversight to boost delivery efficiency and insight.
  • Advance the S@S/DevOps maturity, embedding it seamlessly into daily operations and aligning it with work item management to foster continuous improvement and engineering excellence.
  • Standy by manager once per quarter to support business continuity and 24x7 service delivery
  • Proactively manage IT risks, uphold security standards, and maintain demonstrable control within the IT framework
  • Oversee budgets and optimize service deployment and maintenance efficiency
  • Create balanced onshore and offshore teams an manage vendors and partners, including contract negotiations, joint development efforts, and site visits
  • Serve as hierarchical manager for approximately 6 squads, totaling around 40 colleagues, fostering skill development and craftsmanship
  • Lead the transition to empowered, high-performing teams with strong technical and soft skill capabilities by continuous upskilling, reskilling, and a commitment to excellence and learning

Qualifications

As a Senior Tech Lead within Tech4Engineering, you play a strategic and operational leadership role. You are a member of the Management Team (MT) of Tech4Engineering, where you help shape and further develop the IT strategy. You bring strong technical expertise in software development, security, and performance, and are well-versed in agile methodologies. You understand the risk and compliance requirements of a bank and have a broad interest in IT trends.

You are a self-starter with intrinsic motivation and a strong sense of ownership. You have experience in hiring the right engineers and working directly with squads to deliver solutions that make a positive impact for Rabobank’s customers. 

  • Academic working and thinking level. 
  • At least 10 years of experience in similar roles within complex IT environments. 
  • Entrepreneurial mindset with the ability to weigh interests and risks alongside the business, bring sharpness to discussions, and constructively challenge colleagues. 
  • Strong influencing skills at the highest level, with a focus on broad stakeholder management, people development, and behavioral change. 
  • Analytical and innovative thinking within defined standards, policies, and objectives, contributing to the strategic vision and IT roadmap of both the tribe and the area. 
  • Comfortable managing a span of control of approximately 50 employees. 
  • Proven success in guiding DevOps teams through transitions toward autonomy and high performance. 
  • Experience with DevOps teams and scaled Agile, preferably in a triangle setup at the Area level with Business, Architecture, and IT (e.g., Spotify Simplify @ Scale). 
  • Demonstrated experience with offshore and nearshore development. 
  • Knowledge of and experience with design and planning support, work item management, team performance insights, strategic portfolio management, service onboarding and standardization (MSS), and marketing and customer success enablement. 
  • Knowledge of the latest customer, market, and high-tech developments. 
  • Strong affinity with and passion for software development and operations. 
  • Proficiency in both Dutch and English at a business level, written and spoken. 
  • Experience in the financial sector or other regulated industries is considered a plus.
