Binance seeks an experienced Chief Information Security Officer (CISO) to oversee IT and security functions, aligning technology and security strategy with business objectives. Responsibilities include strategy and governance, risk and operations, reporting and stakeholder management, and engagement with regulators; the role also oversees outsourced IT/security activities and ensures business continuity readiness. The CISO will lead the Global Security team, drive policies and controls, and coordinate annual external audits and regulatory reviews. Requirements include 15+ years in EU-regulated firms with deep ESMA/HCMC knowledge and senior leadership in software development and product lifecycle.
Responsibilities
- Strategy & Governance: Ensure compliance with Operational Resilience & Security regulatory obligations.
- Provide strategic direction and oversight for the design, development, operation, and support of the organization’s IT and security systems.
- Contribute to the Binance Group IT roadmap, representing the organization’s interests to ensure adequate IT and security capabilities.
- Oversee all outsourced IT and security activities, acting as the principal contact for intragroup and third-party providers.
- Risk, Controls & Operations: Maintain up-to-date knowledge of regulatory requirements and incorporate changes into policies and practices.
- Design and implement IT and security policies, standards, and best practices aligned with the business plan.
- Support product design and delivery by providing technical input throughout the product lifecycle.
- Direct the Binance Global Security team to identify and resolve security vulnerabilities promptly.
- Ensure periodic testing and monitoring of the organization’s Business Continuity Plan.
- Reporting & Stakeholder Management: Develop and manage SLAs with internal and external service providers.
- Monitor KPIs and operational performance to identify improvement areas.
- Lead proactive engagement with HCMC and other European regulators on IT matters.
- Provide timely, accurate reporting to related stakeholders.
- Coordinate annual external audits and regulatory reviews.
Requirements
- 15+ years’ relevant experience, including proven CIO/CISO roles in EU-regulated firms (ideally under HCMC or similar authorities)
- Deep knowledge of ESMA and HCMC regulations, reporting, and emerging digital asset compliance requirements.
- Senior management experience in software development, application integration, and full product lifecycle within high-growth environments.
- Experience with core technology platforms such as Global Transaction Services, Markets, Custody, Clearing, Exchanges, e-Commerce, or Payment Services will be advantageous.
- Excellent interpersonal and analytical skills, with a structured approach to relationship-building, performance management, and translating group requirements into compliant local solutions.
- Proactive in analyzing business drivers and implementing effective processes and controls with senior management.
