Job Description: 

Job Summary

The Operational, Technology and Cyber Risk (OTCR) organisation is instrumental in protecting and ensuring the resilience of Standard Chartered Bank’s operations, data, and IT systems by managing operational, technology and cyber risk across the enterprise. As a critical function reporting into the Group Chief Risk Officer (CRO), the Group OTCR team serves as the second line of defence for assuring that controls are implemented effectively, in accordance with the Enterprise Control Framework. 

The Director, OTCR Resilience Risk is temporary, contract (FTW) role that requires a broad knowledge of relevant key regulations on Operational Continuity in Resolution, expert knowledge of Change Risk Management, competence and experience in Project Management and the ability to collate, analyse and opine on disparate information to support bank-wide effort to manage resolution and restructuring. The successful candidate will have core knowledge in Continuity and Restructuring and Operational Risk Management, Continuity & Crisis Management, a good understanding of Technology & Cyber Risk Management and able to understand recovery and response actions to evolving business risks and threats

Key Responsibilities

The role holder will also be responsible for performing second line oversight and risk assessments of operational risks that are inherent in the processes and controls that support our resolution capabilities including risk identification, assessment and testing and validation of capabilities. The role holder will ensure that the key policy objectives of the Client Service Resilience Policy and Operational Continuity in Resolution Standards can be translated into Operational control and monitoring metrics and thresholds applicable to businesses and functions - and can be aggregated where necessary to enable measurement of recovery and resolution risks against risk appetite. 

Strategy
•    The successful candidate will deliver value by supporting the provision of SME knowledge, clear direction, and recommendations on how to effectively manage recovery, resolution and restructuring in Phoenix. This makes it critical to have strong communication skills, and an ability to articulate problem statements and proposed resolutions in succinct and clear manner.

Business
•    The primary purpose of this position is to support oversight and validation of key milestones and capabilities to embed continuity and restructuring controls. (including standards, controls, and systems through which Project Phoenix is established, communicated, and monitored). The successful candidate will work closely with the Head, OTCR Resilience Risk, Strategy & Change, to lead the interaction and collaborative oversight with 1LOD Phoenix Representatives to ensure the effective discharge of the Group 2LOD’s obligations.

Processes
The major functional activities that the role will manage are:
•    Support the development and communication of the Operational Continuity in Resolution Risk Profile.
•    Support impact assessments of technology assets, systems, and technological infrastructure.
•    Support collaborative oversight to implement change management for Phoenix.
•    Support the translation of Phoenix capabilities delivered under change into BAU
•    Support the communication of Phoenix priorities to relevant stakeholders and embed good risk culture.

Risk Management
•    Ensure that all activities are in line with and support of OTCR Framework under ERM.
•    Review and assimilate the key principles of the Operational Continuity in Resolution and Change Management including domains, controls and key roles and responsibilities.
•    Ensure early identification and escalation of risks, issues, trends, and developments to line management and relevant stakeholders.

Governance
•    Support the creation of reports relating to the management of Phoenix.
•    Supports awareness and understanding of Phoenix and the underlying regulatory framework.
•    Act as a liaison on continuity in resolution and restructuring related matters with relevant stakeholders 

Regulatory & Business Conduct
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

•    Education – Bachelors’ Degree or equivalent
•    Training – Operational Continuing and Restructuring eLearning Training
•    Membership – Professional membership of any Risk-Affiliated Institute will be an added advantage.
•    Certifications – Certifications in Operational Risk, Technology Risk and Third Party Risks will be an added advantage.
•    Languages – English
